I tend to thin that the only real difference between a hiveworld and forge world comes down to who they owe direct fealty to, as both of these worlds have massive populations and industrial output, though forgeworlds perhaps have greater industrial capabilities, and hive words devote more bodies to the army.

Seeing the new Necromunda enforcers makes me wonder if they will use them as a troop choice for Inquisition and in doing so retcon Arbites look.

For Necromunda the Arbites style became enforcers. If they took them off Necromunda as Inq troops that would be replacing the 3rd ed Arbites option.

This, and forge worlds produce the high-tech stuff while hive worlds just produce loads of basic stuff (but Necromunda is the exception due to House Van Saar and the Imperial Fists).
