Hive Mind. There are many splinter hive minds and they merge or split as needed. Any one of them is stronger than any individual in all of wh40k.

If you don't like that then Norn Queen.

I'm not really sure one can point to a definitively "strongest", given the scale of 40k, there's got to be some criteria. There's not much that's going to successfully match blades with a Bloodthirster, but or wits with a Lord of Change, but at the same time, neither responds well to a Guard Lieutenant informing their gunner that the presence of such monsters is offensive and that would they please make use of the Volcano cannon to remedy that situation. A Warlord Titan can level entire armies at a distance but is vulnerable to infantry assault and boarding (not something really represented in-game) or logistical disruption. Lucius can probably beat anyone in sword duel, but I'm not sure the Deffdred that simply picked him up and tore him in two really cares. Creed may be a tactical genius able to pull off insane victories at the head of an army, but in personal combat he's just an old man.
The Nightbringer imprinted the genetic memory of itself as the symbol of death on sentient life across the galaxy. I'd say that's up there.

Though apparently Orks managed to skip that somehow, I've heard that's the reason they aren't particularly scared by death. A fun little addition to the fluff. (I can't remember where I read that, but I think it was the 3rd ed necron codex.)

Nork deddog dragged a broken chimera a considerable distance on at least two occasions. I'd day that at least deserves a mention.

"Da medikit was in da carrier, surr." - Nork, explaining why he hauled a wrecked Chimera out of a ravine and all the way across a battlefield to his wounded sarge.

"But the universe is a big place, and whatever happens, you will not be missed..."
