Well, it is an issue, because that's exactly the point.
The kits these days with 'all the options' have had options removed (or never had any, like most necrons or primaris). They aren't making the kits to have all the options, they're removing options when writing the army list datasheets to match what they fit on sprues.
Sometimes that results in DG-style accounting, sometimes it just means weapons are set on fire and never seen again.
It isn't always recent (thinking of space wolf access to hand flamers, which went away back in 3rd- that was a fun time 'fixing' my models), but increasingly 'all the options' means having fewer.

It should be pointed out it comes with 2 copies each of 6 weapons, for a total of 12. Where it should be 24 total if you wanted all options, 30 if you play Space Wolves. I don't remember if blood angels Stil have heavy flamers, but those would also need to be 30 then. The Sergent needs all sorts of guns, combi weapons etc. If you play Space wolves you would also need 2 more bodies and a Terminators one. That terminator would have all sort of weapon options and 3 heavy weaponsone witch would be a different heavy flamer then the blood angel one.
Honestly the devestator kit is very good now. I only had the old one where the rockets do not have blast lines. It even has the kneeling legs, wit h is good for hero pose characters. I honestly never hope they make a devestator kit with all the parts. To much plastic waste.

Apologies - I was meaning that for the purposes of Kid_Kyoto's original question, the axe wasn't an issue.
NMNR is definitely an issue, and one I continue to hope GW will grow up out of their prolonged teenage sulk about.

For sure, but I think the set is pretty ideal as is. Asking for 24 heavy weapons to be included in a kit for a squad that only carries 4 seems ridiculous. 2 Dev boxes then gets you two squads, each mono-equipped with different weapons, which is totally reasonable. As a bonus you could then buy two Tac boxes. . . And make four more Devastator Squads with the other heavy weapons, hah!
2 of each gun feels perfect. The Havoc box with just a single Chaingun is a total sham.

A lot could be solved if GW sold single sprues or, even better, single models again.
But with the lascannon (for example) locked into a $50 boxed set there's no reasonable way to add a lascannon to a tactical squad, or 4 to a dev squad.

I dunno, with single sprue models going for $30 a pop I fear for what that would look like. Atm the 12 Heavy weapons in the box come in at a bit over $4 per, which seems alright.
And ebay exists, so there's nothing really "locked away" in the practical sense.
