Sad to say, but I think AT, and IA are GW's last venture into scales smaller then 28mm.
I definitely agree that they are unlikely to re-launch an entire line of miniatures replicating current 40k - this didn't happen back with Armageddon (4th edition) and I think is even less likely now.
But I think a contained scope of HH-era troops and vehicles (as Malika has listed) - something that could be fitted on 1 or 2 sprues - is definitely a possibility.
Get a couple of the rules guys updating Epic 3rd or 4th edition rules (wouldn't even need to write new rules, so that expenditure is immediately removed), some new artwork in a pretty rule book, throw it in a boxset "The Horus Heresy" and charge £80-100 for the box - that thing would sell like hot cakes, and you could probably do the whole range initially for <10 SKUs.

Nah, Titanicus would not benefit from them as a game. Its crunchy core is about titans and their resource management, even knights start to push focus away from that and it leads to bad game design. It is absolutely better to have AT stay as the skirmish game of walking nuclear battleship rock stars of war while a combined arms Epic 6ish ed. (counting Apoc as 5th) might come along later, being properly designed for more varied forces using the same miniatures.
And then we have actually come around full circle - if you think that the original Adeptus Titanicus rules were not really suitable for infantry and vehicles interacting, and so Epic (Space Marine) was born!

No, it wouldn´t.
GW of today is all about greed and obnoxious pricing. No hobbyist worth his salt will pay "premium" prices for tiny tanks and soldiers. The notion of any sort of value is simply not present to justify such obscene price tags. When Epic Armageddon launched people refused to spend money. And now think about the environment of today. Good luck with your whale hunting!
And don´t forget the Age of Corona. Who in his right mind will start a new tabletop game, if he will only be able to build terrain, build minis and play single-player missions? A tiny minority! It´s going to be a disaster on the level of a Dreadfleet meltdown.

It's been a while. The discount boxes still come but looks like GW stopped wasting time on gakky new games to throw in and just throws in gakky AoS/ 40k mini campaigns now.

Agreed. Stormcloud Attack was very good fun!

The secret to a good specialist game from a business perspective is one that sucks the player into using the specialist game as a springboard for a core game army.
I.E. Gorkamorka became the core of my 40K speed freaks. It sounds like Kill Team is the model for this now. Smart!
Personally, I'd love to see a wacky racing game. Just something crazy and fun which could also serve this purpose as well since it could inspire people to collect new vehicle centered armies.

I miss the active encouragement of kitbashing. Necromunda had it a bit, but not on the level of let’s say Gorkamorka. Titanicus and Aeronautica don’t really do it either, the last Warmaster Titan variant is proof of that. But it would allow people to cannibalise various kits and then “grow” into those games as well
