Wow- I didn't know about the three Enhancement hard limit rule. Glad this thread came up, otherwise I might never have known. I've only been playing Boarding actions, so I've not yet had an opportunity to use more than two, and even if I did play a larger game, as I mentioned above, I'd likely use as many points as I could on units and just use Enhancements to get me the rest of the way to my points limit.
As for the Renowned Heroes Requisition, it's a bit ambiguous. The Enhancements it buys do seem to be permanent since they replace Battle Honours (accept the first one, if you choose to purchase on for the first character you add). No one would ever choose to purchase a single use Enhancement over a free, permanent Battle Honour. However, GW chose not to explicitly write that they are permanent.
They are also hard limited to three, because you have to pay 2RP for the second, 3RP for the third, and that is as expensive as the requisition is allowed to be. This, at least is explicitly written.
But GW also didn't explicitly write that you couldn't take requisition in the normal way- ie. in effect for only a single game, chosen only from those available to the detachment you are using for that game, and costing no RP- only points. It's HEAVILY IMPLIED that you aren't allowed to do this: the section on Crusade Cards says "See Renowned Heroes, pg 9" when it mentions requisitions, and the cap of three uses of renowned heroes matching the hard limit of three in matched play are strong indicators. I do believe that is the intent, and to avoid being TFG, that IS how I will play it....
But unless I'm skimming when I should be reading more closely, it doesn't explicitly say that you can't use single game enhancements the way you do in Matched,
And it sucks that GW isn't explicit about these things. They waste hundreds of unnecessary words explaining the difference between Order of Battle, Supply Limit and Supply Used when those are as similar as they are, but they couldn't add the phrase "Note: This is the only way Requisitions can be used in Crusade games"
Again, I DO agree with your reading of the rules, and will play it that way- I do believe that's the designer's intent. But damn, it would have been so easy to remove any RAW v RAI arguments by just being a better writer.
(my other pet peeve is the stupid "... you may use this strategem. If you do..." format that they use for every strat. It is absolutely unnecessary to tell us that we can use the strat in the effect description. It doesn't make the rules any clearer... but that's another pet peeve)
