That's a fluff thing, though.
The only thing they are not allowed to have is things tied to other chapters, like other’s special characters or crusader squads.
As Paradigm points out, they
shouldn’t take dreads for fluff reasons, but mechanically you are allowed to.

Back in 4th edition, there were Chapter Traits that could be used to tweak the codex to represent different chapters. White Scars were Courageous, with the “Be Swift as the Wind” and “Trust Your Battle Brothers” advantages and the “Flesh over Steel” drawback.
This let them take bikes (with some extra special rules) as elites and/or troops, and buy some other special rules for most of the rest of their units, but at the cost of restricting access to heavy gear. Most of the stock tanks could only have 0-1 in their army, and
TLLC preds and
LRCs were banned. Transports also took up a
FA slot.

Don’t forget the chapter tactics. There is a lot more then just the paint job separating marines these days. I can field bikes as an Ultramarine, but they don’t follow quite the same rules as White Scars bikes due to the influence of chapter tactics. And it’s a pretty big difference...
