Gents,
Been debating a SM scout army for quite some time. I think with the new changes to scoring for 7th, I think it is a lot more viable now. Also for fluff reasoning I think a small point SM army with scouts makes sense, basically before the other 1500 pts. of the army shows up, the scouts recon. With that said, any suggestions? I am looking for lower points, 500-1k. The army doesn't need to be all scouts, but majority scouts. Ideas, suggestions?

i'd replace the devastators with an assault squad, and add a land speeder. and give your hq a jump pack.
maybe give one of the scout squads sniper rifles, and camo cloaks.
they're a recon unit, mobility and stealth are key.

That's how I use to use them. I think they would serve better as a mobile unit considering sitting and camping objectives doesn't seem to be the big meta with 7th.

This is were more Scouts ( I would always run in 10's for combat squads) with Storms come in. Fast cheap Melta platforms, with OS scoring. You can even use Sniper and Missile scouts in most non- AT Devastor roles.

I don't know what Chapter Tactics you are using, but I would suggest using Sentinels of Terra.
Combines with this style of army very well.

They get twin linked bolter fire at half range. When you infiltrate 60 combat squadded scouts with bolters/heavy bolters you can do some hefty damage first turn.

I like this army a lot, but I agree with replacing the devastators, they don't seem to fit the style of the army very well. Also, if you're going UM i'd stuggest taking Telion.
Alternate Idea: Replace the devastators with a straight up dreadnaught and take a drop pod?

The range they are best played by nature gets a serious boost when combined with SoT Chapter Tactics.

Bike squad with 2x plasma and combi-plas+melta bombs on serg.
998 points, 12 OS units, 2 conversion beamers with a small 3 man body guard of 6 plasma shots. Highly mobile, can take out anything your opponent can bring at 1000 points. You might loose kill point missions if you dont table your opponent though.

white scars is fine, but the extra 16.33% surviverbility and the IWND on the speeders is a bit stronger.
You should be charnging and destroying vehicles first with the melta bombs and krak grenades and then hopefully blinding and flaming the infantry inside afterwords. Hit and run doesn't help in that situation.

The downside for scouts is their WS3/BS3 and 4+ save. With creative chapter tactics choices, you can mitigate that with either Imperial Fists/Sentinels of Terra (in terms of the BS) and with Iron Hands/Clan Raukan (in terms of 4+ Save).
The White Scars tactics are decent overall, but don't really help out scouts as much as other units in the codex, and so you're not really getting as much benefit out of them.
You should definitely play it out several different ways though and see which way works out for you the best.

I have been running thirty scouts with hellfire bolter and three storms.
Serg has melta bombs and combi melta combat squads into the storm
Heavy bolter goes into the other squad.
With scout and infiltrate I can always be within rapidfire range if I go first. Its been pretty fantastic damage output.
Also if you go sentinels of terra your devs get tank hunter. Personally I am a fan of lascannons but that is a personal preference.
So for 500 points I would run something like this
2x 5 man scout squads at (storm, melta, combi melta)
Level 2 librarian
Fill rest of the points with a dev squad. Sentinels of terra

Too light on the scouts? If it has been working, I will give it a shot. I am going to try going heavy scouts for a game or two...then try with a Dread in a DP, and then your suggestion. I like Dev's...and the more I read about the SoT rules, I like.

Try Land Speeder Typhoons.
Heavy weapons, fast, deep-strike-able, fairly cheap.
I run two Typhoons as an escort to a LSS and have had great luck. Long range hitting power for when you need to hang back, mobility for when you need to slide around.
Also, I've started kitting my Scouts with a Heavy Bolter because I usually get them in from Reserves too early. With a HB, they can sit in their ride, hang back at 36" (with the LSTs) and fire 6 HB shots a turn while strafing 6". Paired with two LSTs, that's 12 Heavy Bolts and 4 Missile shots a turn. And of course, the MLs can go from Anti-Armor to Anti-Infantry whenever needed.
Another tip - if you have the FA slots available, separate the LSTs as single-unit squadrons so you can spread fire if needed.

I dont think you are too light on the scouts, I am just saying what I have been running. I am probably going to drop it down to two 10 man units in most lists to save points as I want to work other things in.
What I like about the SOT scouts is that if I am going first I will be within twin-linked range with everything.
Infiltrate up to 18 away, Scout up to 12 away, then move forward an inch and BAMN everything is in rapid fire range. Combined with the fact that the bolter wont have to move to be in range it going to put the hurt on.
Combined with the heavy flamer and being open topped. Lots of potential there. Now I have to try going second to see how that changes things but even going second you can outflank a lot of stuff.

How about Scout bikes? They can outflank as well and they can get that nice rapid fire grenade launcher for some blast template action; put a locator beacon on the Sarge, and then deep strike the other scouts with a LSS

Personally dont think they are worth the points, mainly because they are not OS which kills a lot of their appeal. Also with the speed of scout and infiltrate you dont really need to be on bikes for anything, and if you are deep striking you could just outflank if you are really worried about scatter

Also for librarians sentinels of terra has an item that gives them +1 warp charge and they can re-roll failed psychic tests.
I love saving one dice at the end to try and draw out their dice before throwing a psychic scream on one.

I personally would not bother with scout bikers and instead invest those points into storms. Drop the 5 man and bikes then put the combat squads of the other 4 in storms(with the bolters). Try and work in a combi-melta with the sergant as well. Number of times I wish I had a combi melta every game....
edit: Just won a tourney with my sentinels of terra scout list.
