To look cool.
Marines are essentially warrior monks, they're heavily indoctrinated (and some might say brainwashed). Carrying religious icons such as scrolls and purity seals into combat is far from unheard of amongst their number, that's basically just all it is.

Yeah nothing more then a little glam to throw onto the models if you choose....sometimes it will mix up the monotony of painting if you do choose to use those bitz.

Like others have said, the bits on the Tac squad are mostly decorative.
They are also a GREAT way to break up the monotony of tactical marines; with the various extras, you can give each marine a hell of a lot more character and make him far more interesting to paint.

Bling bits, make them stand out as they can look cloned especially bolter armed versions.
They need little features if you want them to stand out
