Problem: When I dakka, I comment in multiple threads and create a few of my own. Nothing is more tedious then going into my recent posts section and clicking every "go to message" and searching through each thread to see if a person replied to me.
Suggestion: Create a "respond to" and "multi-respond" button. Notify people if they have been responded to. Also, notify people if they have been quoted.

Due to the structure of our system, there is no 100% accurate way to implement such a button, so responses will be missed - a lot of thought has been given to it in the past.
It would also have the additional negative effect of allowing people to skip large numbers of responses instead of getting more eyeballs on a collaborative discussion which is the strength of a forum. If someone posted in the same thread as you, but their post was ignored because it was not a direct response to your post, it would be demotivating to them and lead to poorer quality threads.

when you quote somebody you type "quote**equalsighn**legoburner. Couldn't some sort of notifaction to a user to link a thread if their username corresponds to whatever comes after "quote="?

That would indeed be the way that would catch the majority of responses, but you'd be surprised how often people screw up the quotes, causing many to be missed.
Usernames are also not fully immutable bits of data, so there are some other technical issues with using that method of capturing quotes.
Even resolving those does not change the fact that it alters the function of the forum a little bit too far away from the 'forum' side of things and into personal communication which we'd prefer to avoid doing.
