For 10 pts they would be very over powered. For that 10 pts you're be getting a strong base gun, a decent 3+ save and a pretty good stat line too. Whats the thought for the re-costing?

There is no reason I can think of to reduce space marine points. If you start doing that then pretty much all troop choices over all codicies need to be recosted.

If space marines were only 10 points then every other choices would have to get a vast reduction in price. There really no need for it and it would just end up making every army a horde army.

Space Marines should be less numerous, not more. If there's a perceived problem with them, it should be fixed by buffing them instead of making them cheaper.

The Horus Heresy prices space marines at 10 ppm, I was considering the idea of having a space marine equivalent without ATSKNF or Chaos Marks.

And those HH marines also do not have access to any special weapons or heavy weapons.
They also do not have ATSKNF.
And they may only take Rhinos as dedicated transports.
And even then, to buy the base squad of 10 guys, it is 150 points, not 100. The 10 ppm is only in addition to the main squad.

Horus Heresy marines range from 15ppm to 12.5, depending on Squad Size.
Bear in mind, an Ork Boy with 4+ is 10 points. Is a Space Marine equal to a 4+ Ork Boy? No.

30k is a different game environment, in which almost every single non-vehicle model is a Space Marine of some sort.
