Well, there's always the ubiquitous chapter master on bike, riding in front and tanking all the hits. Make him a White Scars chapter guy so he can leave the combat after the initial charge and go handle things elsewhere.
Keep them in reserves as long as you can. If they come in keep them out of LOS as long as you can. Turn 4-5 move them forwards towards an unclaimed objective that your gunline can keep clean off of enemy OS troops.
I know how to use them, its more what can I add to them that will improve them. I mean they are cav, im gonna use them like cav (fluff player) just wanted to know if anyone knows the perfect character to stick with them.
What about a Dark Angels Librarian with PFG on a bike?
You could fish for some powers to buff the RR and he could LoS any wounds which might ID him onto 4++ RRs

I would take something with access to prescience or preferred enemy so that you can maximize their charge attacks. They're basically complete gak post-charge, so you need to make it count.
The main issue is getting them mounted in the first place. Im sure there are plenty of non mountable characters out there that would be great. Im just not sure of mounted ones.
So far i think the Librarian on bike seems like my best bet.

If you were to use a Krieg list, I think you can mount a Commissar and he can join the unit. Pity Priests can't mount up - they would have been perfect.

Iron Hands CM on a bike, Shield Eternal, Thunder Hammer/Burning Blade with gorgon chain.
Yeah I would go with the Dark Angels Librarian on a bike with power field generator. This biggest problem RR had was durability and the 4++ is the best they'll get. Then you can prescience them before they charge in. The other power is just gravy.
I've used DA with power field generators a lot for extra protection on Pask and tank squadrons. Fun thing is now in 7th the DA techmarine with PFG can repair IG vehicles now.
Good call Eldarain, I may actually try him with rough riders instead of hugging as many tanks as possible.
So we have a rough rider unit (assuming we are using krieg) thats base cost is 160 points for a squad of 10 with the following benefits over a standard RR squad:
Iron discipline (no moral for shooting) FnP 6+ WS 4 Wounds 2 Re Roll dangerous terrain 4+ save 2 attacks
Add Librarian for 150 points for:
4+ invulnerable extra tanky wounds Prescience Extra Power that may be useful
So 300 points max (without weapon upgrades) which may not be too bad.

The correct answer is "none of the above". Rough riders have exactly one good aspect: they're very cheap for the level of firepower they can deliver if they successfully charge. Adding in expensive support characters makes them no longer cheap, removing the entire purpose of taking them.
There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
