First, read the Techmarine rule, looking for references to vehicles. Then, answering the question, "Is a Fortification a vehicle?" should solve your problem.

From the Rulebook: When determining if a building can be targeted by a shooting attack or psychic power, charged and fought in close combat, or affected by a special rule, treat the building as a vehicle unless specifically stated otherwise. There are many such Rules throughout the Building section, ranging from the vague ' Buildings of all types use aspects of the Transport vehicle rules' through to the very specific one above, that cement Buildings in the Vehicle category. At this point I believe it is quite clear that Buildings are treated as being Vehicles for all Rule purposes. The section after the one stating Buildings use aspects of Vehicle Rules even provides a list of exceptions that Buildings clearly can not gain access to, such as not being able to move and both sides being able to embark within. So, in order not to affect a Building, the Vehicle Related Rule would require a specific exception to state it doesn't work on Buildings then one that stating it does.

EMP grenades make short work of Buildings, which I find hilarious when used on nothing more then a Ceramite bunker.

Related to this another question arrose, in the aquilas with 2 buildings if the tech marine is in the main building with the gun then it scores, but if nobody has ever embarked into the empty building does that building still count as scoring for the owning player. Also if building is empty can the opponent enter the empty building to claim it?
Seems like the opponant can enter. As such that the building that was never entered is unclaimed so would not score until somebody embarked
Please tell me if I am wrong

If the building has been taken as part of an army it is considered claimed by the player who bought it, however if the opponent enters the building when it is empty then he\she clams it

Blessing of the Omnissiah: "If the result is a 5 or more, you may either restore a Hull Point lost earlier in the battle or repair a Weapon Destroyed result..."
The Building Damage Chart doesn't have "Weapon Destroyed results". You can't repair a fortification's weapon with a Techmarine.
