I would start with the Forge World Legion Praetor for the Artificer Armor and the Burning Blade and then add an IH Medusan Immortals Shield for the Shield Eternal. Swap the Praetor head for an IH head.

That would look great, but also be incredibly expensive...

If 3rd party bitz are not out of the question, maybe browse throw http://anvilindustry.co.uk/ exo lords. They have different designed Marine parts that could work. Additionally they have cloaks, head-decorations and a lot of other stuff.

Sternguard Chestplate/Backplate, a Space Marine bike, trim the hand off a Stormshield from an Assault Terminator/Vanguard veteran kit and finagle it onto the hand gripping the bike's handle bars, and find a power sword/relic blade looking weapon you like and paint it to look hot.

Find a Helmet that has some extra stuff on it.
