So does Belakor get to reoll three times on the Demonology table? And does he then get the Primaris since he only rolled on that table?
In the dataslate it says he knows all of the powers from Telepathy, but doesn't say he doesn't get any other powers...

No,he does not get other powers.
Rulebook - Generating Psychic Powers wrote:In some Army List Entries, a Psyker will have one or more specific psychic powers listed – where this is the case, it will be clearly stated. These Psykers always start the game with those psychic powers. Otherwise, a Psyker generates random psychic powers from amongst the psychic disciplines known to him.

Well in the rulebook it say that all Psychers may generate powers from daemonology. In the data slate it says that Belakor knows all the telepathy powers, but not that he can't learn others. So RAW it seems like he can.

All psykers may generate powers from daemonology, unless they have fixed powers, as quoted above:
"...These Psykers always start the game with those psychic powers. Otherwise, a Psyker generates random psychic powers..."
