Let me preface this by saying that I am not a good painter by any means. I normally just pick some colors that seem like they should go together, toss them on the model, do some light dry brushing and heavy washing and hope for the best. Sometimes it works, sometimes it doesn't.
Recently I've gotten some mostly painted Ogre models for a steal that I am attempting to turn into zombie Ogres. After doing the clothes normally I've painted the flesh green as a basic layer. My idea after that was to do a Drakenholf nightshade (blue) wash, and a dry brushing of Lothern Blue to give the skin a blue frozen look, and then do some texture paint, mourn mountain snow in this case, to have snow accumulating on the shoulders and head.
Unfortunately the blue wash did not do what I was hoping it would do, and did not give any appearance of blue at all. It simply darkened the skin, and the mourn mountain snow looks more like ceiling popcorn than it does snow, so I'm likely going to need to strip this model and try again.
I'm curious if anyone has any suggestions that perhaps has better vision than I do on how to achieve this look, and any steps they might have used to do so in the past.

Id paint them like you would paint Dark eldar. EXTREMELY Pale with a slight tinting of blue/purple/ with areas of wounds and extremities becoming darker to black.

You might have better luck using a blue ink, rather then a wash. Also maybe try going for a much paler shade of skin. That might help make the blue stand out better.
It's an interesting idea you've got going. I'd love to see the results.

The green is a lighter green, but unfortunately the blue wash just causes the green to darken instead of having a blueish tint, which means I'll likely need to go with a different skin color.
Any tips on how to make the Mourn Mountain Snow look a little more snow like and a little less Popcorn Ceiling, or recommendations for an alternative?

Ah, so you painted your zombies green? And here I was thinking I was the only one who thought that would be a good idea.
Right, so blue on green is never gonna work. As you've no doubt figured out.
Have you thought about painting the skin straight out icy blue, a-la White-walkers/zombies from game of thrones?

a very pale skin tone, a heavy light blue wash, and a pure white drybrush, as frozen zombie skin would in no way be perfect. you could also add some of that GW snow stuff sprinkled on it, and make some icicles to enhance the effect

Gonna take another whack at it this evening, where can I find a light blue wash? All I can find is the dark blue night shade wash.

mix it yourself.. i'd use lahmain medium with teclis blue, but water would work...maybe use a few coats. or water down an artists ink like windsor and newton. for icicles you could try using super glue blobs on a paintbrush hair, i use this method to get stringy blood mess, but if you cut them a bit shorter and painted them light blueand whiteim sure it would work for icicles too.
