A friend of mine that is new to 40K came up with his own 2000 point army list, and wants opinions. Just a basic outline. His main opponents will be orks, Infantry imperial guard, tyranids, Infantry tau, and Lost and the Damned.

HQ: Tooled up commander with jumpack, twin lighning claws

   Tooled up librarian with (can't remember psychic powers, but they are the ones that add D3 attacks, and the one that you draw a line to a table edge and hit every enemy in the way)

Elites: Venerable Dreadnought with assault cannon, CCW, extra armor, and smoke launchers

Two seven-man Devastator squads with 4 heavy bolters.

Troops: Two five-man squads with lascannons

Fast attack: Three units of two landspeeders with assualtcannons and heavy bolters.

Heavy support: Two seven-man Devastator squads with 4 heavy bolters

Whirlwind with castalian misiles.

What skill will the Elite Devs take, since they're required to have one? Also, since we see the trait that's been taken, what's the disadvantage?

There's very little anti-tank; less points on toys, more on lascannons.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

But there's no sense crying over every mistake;
You just keep on trying till you run out of cake.

Well, two lascannons and 7 assault cannons isn't too bad for anti-tank. As for that disadvantage, well, that will be the one where you can't take allies.

I can tell you now that any Tau or IG player worth anything will take at least 2 heavy tanks and your friend is going to have a hard time busting them open. For 2000 points this list does not contain many really anti-tank weapons. Also the commander(I assume it's going to be a master) is running around by himself with his jumpack? Maybe he should have an assault squad with him. I think that if your friend is going to run an HQ with a jump pack he will find that it is a lot more cost effective to use a Reclusiarch Chaplain with bolt pistol and JP. Tell your friend that he cannot expect his heavy bolters to cut down everything while its running at him. I think that his fire base is going to get beasted when it gets into CC.

Chuck Norris' calender goes from March 31st straight to April 2nd. No one fools Chuck Norris.

Try de-tooling your command squads and giving yourself a bit more tank cracking, you've got a monster amount of horde killing weapons in the army and it might be a -bit- overkill.
