I got an old imperial guard army from a friend a while ago and at my store I got a great deal from my friend to get 3 leman russ and some guys.

Basically I have 1 old catachan starter set and 1 cadian minus the bot from the cadian, a basalisk and a valkyrie with the three leman russ.

I do not plan on expanding guard any time yet, but if I were. Where would I go next? More guys or more tanks? Those psion guys or the new half track tank thing? I am thinking lots of tanks!

Got a good command squad? Also, you can never have enough guardsmen or tanks.

An HQ group, more troops and more tanks. An Aegis defence line is usually a pretty good choice for Guard Armies too.

No guard army is complete without at least a Wyvern or two...

An HQ is a must-have if you plan to actually play with them. You can take a full command squad (with advisors, if you like that) or you can take the easy way out and roll with a Lord Commissar (I don't know many people who take that route, but it's cheap and it's there). Chimeras, even with the 7th ed nerf, are still better than the Taurox (the half-track thingy). IG can add troops or tanks and either choice is correct, so you can't go wrong there no metter which way you go.

But definately look into getting that HQ sorted.

Emperor's Eagles (undergoing Chapter reorganization)
Caledonian 95th (undergoing regimental reorganization)
Thousands Sons (undergoing Warband re--- wait, are any of my 40K armies playable?)

Soldiers in chimeras are always a good choice.

After an HQ, you want to add aircraft. Lots and lots of aircraft. Vultures with Punisher Cannons are especially... punishing to the opponent due to their ability to place twenty twin-linked S6 shots into the back of basically any tank on the board.

Hq isn't a must. Can play unbound.

In Warp Transit to next battlefield location, Destination Unknown

If he has both the Cadian and a Catachan starter sets, then he should have at least 2 command squads.

The real question I would ask the OP is, which way are you leaning towards, Veteran Squads or Infantry platoons?

Cowards will be shot! Survivors will be shot again!

Yeah, he can play unbound. He can be one of those guys. You know the ones... the guys that parents warn their kids about. The guys that dogs growl at and cats hiss at. The guys that curdle milk when they walk past. The guys that appear behind you when you say their name three times while looking into a mirror.

Me? I'd rather not become a horror that walks. And I'd rather not suggest other people become one, either.

Actually, no need to buy anything for HQ.

You can now have a legit Leman Russ tank commander as HQ. Pasknisher is really really good.

Personally i'd bring lots of bodies to push the front. But it's quite costly.
