You're absolutely right, for some reason I thought I would need 2 detachments to field this, but it all comes under one!
I think if I was going to do this I would probably stick as close to the fluff as possible, to the point where it should probably be a captain in their rather than a libby. So, with that in mind...

Captain deepstrikes with assault squad to take out a big gun (or fried trying), while the other three hang back in reserve to grab objectives late in the game, while the rest of the grunts footslog it up the pitch having the holy warp beaten out of them. Also mix some combi-meltas into the
tac combat squads for a bit of diversity, and trade an
MM for an
ML in the
devs for a bit of variety.
With combat squads, this would give me a whopping 18 obsec units around the park, assuming the
devs just sit back and try to duke it out with whatever big nasty's are chewing thru grunts from range.

The first three
tac units drop in first turn, and combat squaded so the melta/multimelta are in the same 5 man team. Combine this with one dude lobbing a krak grenade and its almost a poor mans alpha strike unit, as long as it doesn't scatter too far from intended target.....
