Is the axe and shield one per army? I played a guy that thinks he can run multiple. It just don't sound right.

there is no limitation on how many venerable dreads may take this upgrade.

" may be upgraded to be a Venerable Dread" xxpts
"- a Venerable Dread may replace xyz with great axe and blizzard shield" xxpts

because it does not specifically say a single than it is any Ven Dread can take it.

It's not a unique character, just a unit.

If he is playing unbound he could run 15 of them if he wanted. If he is playing a bound list I think he is limited to three though.

Could run multiple detachments.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

This is weird.
I had the same thought as the OP, but now I cant find the rule.
I was sure the shield/axe upgrade was a "one venerable dreadnought per army" deal.
I wonder how both of us got that confused?

If I wasn't heading to bed there is two other places I know they like to hide clauses and would check:
The Wargear List where all the points are, see if there is any tiny print hidden away
The Descriptive section of the Rule book, they love hiding details of other Rules there

there was a rumor that mentioned only 1 ven dread could take the shield.

Yes, it was just a rumor. The only reason it ever was considered that was is because people still remember olden days 40k where a vehicle like this should have cost 450 points and nothing in the game could have hurt it. In the current climate of everyone having grenades, lots of mobility to shoot him in the back, and cheapo squads to feed him and hold him in combat all game, times have changed.

Can't dreadnoughts just push their way out of a melee since they're a walker?

No, they get locked in combat just like Infantry.
Even a Super Heavy Walker can't just leave combat.
