The new Morghasts are M6 and Hover.
Is it possible to choose not to fly, and march 12", instead of flying 10" and being unable to march (as per hover rule).

Hmm it doesn't seem like it, the Hover rule just says they cannot march - the wording seems to imply this is the case regardless of whether or not the unit actually uses the flying movement or not. It is a strange one though and probably needs an FAQ.

They got M6 and switfstride. Yeah, I think they can choose.

As an addendum, I think anyone with fly can. The very first sentence is "whether they fly or move on the ground..." It's just that nearly all models have such low movement, you'd never choose to do that. Flee and Pursue even state this.

in the rules for flying it says that units made up of units that can fly can move or charge normally on the ground. now since a march is simply a part of the remaining moves sub-phase I would think that a march would count as a normal move. It does not say it directly but I would think that the hover special rule would just prevent you from making a flying march rather then a regular march.
