I'm planning on taking a 4k list that has 11 drop pods and a full company of Marines but I have around a 1000 points left.

Roughly looking at:
Captain, Libby, Chaplin, Command Squad
2 * Sternguard
4 * tactical
2 * devs
2 * assault without jump packs in a pod

What works best with an all drop pod army?

well, you have 2 HQs, 2 FAs, 2HS, 2EL, & 4 troops. if you are trying to stay in a foc for a tourney, how about 2 full scout squads, locator beacons scattered throughout, with LSS support? how about scout bikers with more? a Land Raider to hold the fort?

or how about an assassin? are allies allowed? or coteaz?

I don't have any detachment or ally restrictions but I'd rather keep it all SM if I can.

Scouts sounds good but they would only be a small part of the 1k I have left. I'd rather avoid Assassins if I can, I've already used them a few times recently.

How about a Dreadnought or two? Most companies have between 1 and 3 Dreadnoughts, and Assault Cannon/Multi-melta/Ironclad Dreads in a pod can do horrible things to the opponent! That would fill about 500 points depending of options.

For the rest, how about the other 2 Tactical Squads you've replaced with Sternguard, to sit in the backfield and score/provide support? Or maybe some Terminators or Legion of the Damned for some more up-close support?

I’ll second this. You are almost at a full battle company, might as well go the last step. I’d try to keep it null deployment, so if you are going to add more, you could get some flyers. Although deep striking units work well.

Thinking of going for two contemptors, one with an assault cannon and another with a melta, two 10 man units of scouts with homer and cloaks, and two Storm Talons for AA.

On top of that, purifiers in droppods are just plain mean...

Easy - You want to add in the stormwing formation with some th/ss terminators riding in the stormraven. It's brutal air control, and that way you have the termis to knock out whatever survives your alpha strike.

You're still null deployment, and you get a turn for your pods to come down and take out their anti-air.

Sable Brotherhood - 2000pts
Wraithsight Corsairs - 2000pts

I think you want some anti-air in there. either a pair of storm talons (though you've only got 1 FA slot left without bringing in a second CAD) or possibly the stormwing formation that someone else mentioned. a few units of scouts in landspeeder storms would be a good investment. with pods, once your army touches down it's very immobile. having the speeders to zip around to distant objectives late in the game is going to help fill a weak spot for you. dreadnoughts would certainly be fluffy, but with only a pair of mobile AV units on the table, I can tell you where all of your opponents anti-tank fire will be going. terminators are also a fluffy choice, but they suffer from the same mobility problems that the rest of your army is already dealing with.

might be worth using a few of those points on adding deathwind missile launchers to a few of your drop pods. decent anti-horde shooting (that can now fire on the turn it lands!) that you can park on objectives. thunderfire cannons might also be good, especially since you can take drop pods for them and stick to the null deployment theme.

Adding in Grey Knights and Space Wolves would be pretty brutal, its a bit tougher that I'd like for this list.

I'm definitely going to take two Storm Talons as they plug a big hole. I'm undecided about the Storm Raven, I could fit two in if I go for the formation and a separate Raven, with a bit of tweaking I could move the Assault Marines into the Ravens to give them back their jump packs and stick a dreadnought on the back.

I've never had much luck with the deadwind launchers due to their short range. Wish I had a few of the Deathstorm Drop Pods, they'd be great area denial units. I do have Tarantulas so I could infiltrate those?

You may want to avoid Stormravens for this reason; you are putting a lot of your army in one place as one target, that won't be forgiving of a crash and may not be on the table at the start of the game.

Don't get me wrong, over time I've had two of the things, and I enjoyed using them immensely. but as gunboats and KtW deniers. as transports, they become too tempting of a target. When I played IG, I was overjoyed to see my opponent use them, as I always used 2 OotFs, and could (and sometimes did) deny reserves use.
