I don't follow. What are you trying to do?

Balanced Game: Noun. A game in which all options and choices are worth using.

Using the current 6/7th rules?

Honestly say leave most of it alone, besides fixing ogrynes with a lead pipe. lower the points probably.

Increase the cost of the Vendetta to ~150-170 points (it doesn't need as much of a nerf because it's only a skimmer in 5th), consider increasing the point costs of Hydras and Chimeras a bit. Buffing the weak units is a more difficult problem because they need major changes but you don't want to accidentally make them overpowered. I probably wouldn't bother with it unless you really want to use ratlings and ogryns. Hilariously rough riders are actually fairly good in 5th because you can charge out of reserve again, give them scout (as cavalry should have) and they're a pretty good unit. You could think about adding other house rules if you have a particular army concept in mind, but TBH I wouldn't bother changing very much unless you have a good reason for it.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

Are You sure? As I remember, Valk/Vends was easy to bring down with everything can shoot. But OK, 150 pts, because of great firepower.
And one thing: hellfury missiles looks like less effective. How about dropping down back to 130 pts if it's taken?

Chimera 65 pts (+10)
Hydra 90 pts (+15)

I want to make everything in codex adequate, no matter will I use that or not.

Yeah, they need some improvements, because they cost much but can't do anything. With scout they'l be much useful, outflanking and getting into enemy units, who thinking that frontline is far away.
