Is it possible for the orrery to affect stars in the eye of terror ? I know the eye of terror has stars that don't obey the laws of physics ( stars that draw in heat and or are possessed ) so is it possible the eye is the one place it has no effect on ?
Also since C'tan eat stars, did the orrery have any role to play in the defeat of the C'tan and their subsequent down fall when the necrons turned on them ?

Possibly the Orrery was used to turn off stars before the C'tan could feed and weakened them significantly. Or during the feeding and the backwash caused them to shatter

I thought the fluff pretty clearly states it was a tool, not a weapon. The CTan no longer fed on stars after they received bodies.
I think the Orrery was like a pruning shear. It was used to trim stars that might cause other problems and any use of the item required massive calculations to prevent negative effects. It was not a weapon.
The weapons used to kill the CTan focused the forces of the universe into attacks that shattered the CTan. They don't really describe what those were, but they were much more powerful than the Orrery. The Silent king had them taken apart afterwards.

Some tools make incredibly effective weapons. Such as screwdrivers, shovels, fire axes, penknives, chainsaws...

For sure, but in this case it felt as though they were trying to make the point that despite the unimaginable power and potential of the Orrery as a weapon, the necron saw it as nothing more than a tool.
It seems as though it was intended as an evocative tid bit to make the reader recognize how vastly superior necron technology really is. Even their tools are incredibly potent. Imagine what their super weapons are like.

Deadshot might have this one right. Celestial Orrey most definitely would have had a specific origin. I mean... it most likely is one of the most powerful "tools" in the entire 40k setting currently, rivaling Blackstone Fortresses and such.
I could definitely see it being used to stop C'tans feeding on the stars, although as PhillyT mentioned, Silent King used weapons far more powerful in order to shatter the C'tans. (Makes me wonder what kind of weapons they were... powerful enough to shatter Gods and defeat the Old Ones)
As for the original question, I'm gonna go ahead and say that stars in the EoT are most likely not effected. If they DO have an effect, it would be wonky and weird as hell. The Necrons who designed the Orrey probably didn't think of having a giant warp hole big enough to swallow entire sections of the galaxy. And since most of Necron tech is only built on the "reality" physics, the interaction between Orrey and EoT is not only unpredictable, but may be obsolete.

Well, if the stars are still connected to real space in anyway, I am sure the Orrery could blow them up, but who is to say chaos wouldn't just reform them into something pleasing!

Have to agree with this, the denizens of the Warp aren't likely to be put off by exploding stars much.
