So by RAW - what stops me from taking a WWP and DSing a fortification? Yes, it is immobile but WWP is no scatter. And it is treated as a vehicle for embaring disembarking. Thoughts?

"If a fortification is taken as part of an army, then it is set up with the rest of the units in the army using the same deployment rules as the other models. "
And it has transport capacity and why not deploy from reserves then.
