So 7th edition has made it harder for both weapon types to blow up tanks on the vehicle damage chart table. The difference being, it has completely removed HYMP's ability to blow up tanks while HRR only struggle more now.

My question is - has this changed anything in what weapon most people prefer?

6th edition had 4 out of 5 players kitting their Broadsides out with HYMPs instead of HRRs, but now that you can't hope for a lucky kill with the HYMPs anymore and solely rely on their mechanic of stripping HPs, is the HRR more worth taking?

Depends what the rest of your army contains. My Tau army has melta Lotd & fusion blaster battle suits so thats anti tank covered.
Imo there is much better anti-armour out there than the rail rifle, whilst the hymp is so diverse in terms of threats to infantry, MCS, fliers & low armoured vehicles anyways, whereas the HRR is very specific in dealing with certain targets, only relying on better range.

The codex change not the edition change is what hurt the Broadside going from Railgun to HRR really hurt them. I find the VT HRR to be pretty nice AA with the change to 7th. If I get the pen on something like Drake or SR, I really want that +on the damage table.

HRR is interesting if you give ATS to snipe people in 2+ armour. Aside that, HYMP all the way.

Not even a competition. The damage table changes make you more apt to wreck a vehicle before blowing it up. Whichever weapon deals more hull point damage is therefore the better anti-tank weapon. The HYMP does this against almost every vehicle profile you can name.

Keep in mind that you can also get Tank Hunters from the Firebase Support Cadre. Higher RoF, lower Strength weapons benefit more from this.
