For price range, the Cobra will set you back a sizeable 600 points...
So what does the Cobra do for that many points? Well it's a Super Heavy Skimmer with a D-cannon and Shuriken Cannon, as well as Titan Holo Fields. The D-cannon is a 10" blast, sD ap2, with a 48" range and the Primary Weapon, Destroyer, and Barrage special rules. It can upgrade the Shuriken Cannon to a Scatter Laser for Laser Lock, which isn't a terrible idea, though for a 10" blast you might have a hard time missing your primary target. But for 10 points it helps ensure that the big bang lands where you want it to, so should be probably be bought.
Now for tactics:
The Cobra can handle Invisible Deathstars very well, because you can center the blast over a non-Invis unit and still catch a decent amount of the Invisible unit in the blast. However, a smart player will not let that happen. However, it being Barage means that it's very hard to hide from the Cobra . Now of course, you could take a Farseer or two and try your own cheese on it, like trying for Invis, or going for a 4++ from Forewarning and then increasing that to a 3++ from Sanctuary. A key thing to note is that the Cobra , like pretty much every other super heavy, has no AA, so you are probably well-served by picking up a pair of Crimson Hunters. You also want something to keep fast-moving units off your back. If you look at most tournament lists they have very fast elements in their lists, and many of them are assault. So something durable and good in assault...Wraithknights! Now of course a big downside to choosing Wraithknights, Crimson Hunters, and a Cobra is that your points are used up faster than your gas tank, so you may want to go for allied DE for a beefy unit of Grotesque. They can form a wall of flesh around your super heavy that assault elements will have a hard time getting through.
It's important to note that a Cobra will also need to be bubble-wrapped against Drop Pod melta and other things(including WWP Deldar). You can ally with a Fire Base Support Cadre and pick up 6 Broadsides and a Riptide, all with Interceptor, for around 600 points. That also conveniently handles anti-flier quite well. A safe bet is probably doing something like this:

Well, the Cobra has different rules now, as seen in IA:Apoc. Blast is now a 7" D, not barrage, and a few other changes.
Also, sanctuary affects the psycher's unit, not a different target, sadly.

That is correct.
The Cobra got more expensive and its rules nerfed. However, it is still a playable and deadly unit.
You have all the defense you need with the Skyshield Landing Pad + Eldar Titan-Holofields. That's almost like a re-rollable 4++ save against shooting, meaning that it will avoid 75% of the damage to it.
BTW, the cost for your Mantleseer is wrong. It should be 185-pts.

Would you really take a Cobra over a Scorpion? The Scorpion has two smaller Destroyer blasts, and while 2x 5" Blasts covers less ground than 1x 10" one, you are overall more likely to do more damage, especially since it's already Twin-Linked.

Two twin linked blasts over a 7" one. I would take a Cobra. Also has 60" range. That said, for smaller games(<3000), I would take a Lynx with a pulsar. Cool looking vehicle and better on price.

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs

If people rely on Void Shields in your meta, the cobra is pretty boss as it ignores them. Otherwise I would go for a Sonic Lance lynx with a Scatter Laser.

D-Impaler ignores power/void shields... it's quite the weapon on Apoc games. IN 40, when not everyone brings void shields, its a bit less useful. Lynx are more interesting on 40k
