Are the rules affecting the armies for the End Times allowed to be used in normal 8th Edition games? Or is End Times completely separate in which players should agree to using those rules before hand? For example mixing WoC / Beastmen and DoC into an army list for 8th Edition games.

As per the newest FAQ, all games of Warhammer are being fought during the End Times. That said, ultimately, what you rules you play with are governed by what you and your opponent agree upon.

Not too sure about that. The only thing the new FAQ updates is 50% lords, heroes, and wizards using undeath magic. Nothing about End Times rules being used for normal games. Which is why I'm under the impression that if you want those rules in place in your games, then both players have to agree to it before hand.

There's nothing in the books indicating that the Army Lists are anything other than official armies. The books themselves even separate the End Times section from the Army Lists, hence the Errata mentioning certain rules from the End Times section of Nagash as being used at all times.

Not playing with Undead / Chaos Legions is like saying "I don't want to play with Dark Elves / Dwarfs / ..."
Those are officially legal army lists just like any other book

Do they have their own army book?

No. They're about as much of a real army as chaos dwarves.

Malifaux masters owned: Guild(Sans McCabe), Outcasts(Sans Misaki), Arcanists(Sans Marcus)

I have one book with "Army book:Undead Legions" written in it, so yes they definitely have one
If you want to argue semantics and split a hair in four, it's up to you
As I know you will -despite barely playing the game- and as I don't want to have the urge to waste my time battling the internet trolls / bad faith champions, I bestow upon you the dubious honor of being the first name on my Dakka ignore list

Chaos Dwarves are also a legitimate army.....so poor example.

All of the BOTWD HE players now just need to accept that my Chaos Daemons now have a way around their auto-win banner.

Aftermath can be calculated.

This. Their army book is as real as any army book.
