Nothing in the BRB prevents me from deploying my tank on the 2nd floor of a ruin, as long as it doesnt fall off (wobbly model syndrome). Given this is the case, could an enemy tank tankshock vertically once it reaches b2b with the ruin?

It would have to "B2B your hull". Tank shock rules are pretty well explained:

Declare distance in a direction. Perform "Rules" whenever it "touches" something.

I could see an issue if the tank is shorter than the height of the Ruins though....

I saw something the other day about someone tank shocking troops off of a skyshield landing pad. Is this possible? Hitting the bottom of the skyshield while troops are on top?

They would have driven onto the pad.

The skyshield doesn't really work the way it looks. Vehicles can drive onto it just like driving onto a hill.

The very first step in the tank shock process might cause you some issues.

How about the Super Heavy Version? Whatever it is called. I had a game where my opponent ran into a ruin, and offed the squad on the second floor with it.
