Since I believe the TF Cannon is an SM only weapon, I wanted to know how I could take it in a battle forged DA army. Does the Techmarine still count as an HQ? Also, can I get the rules for it any where else than the codex only?

Allies. The Techmarine counts as Heavy Support as it is purchased as part of a Heavy Support unit. Nowhere legal.

Ally a Scout Squad, Librarian and a TFC for the cheapest possible allies, paint them in DA colours for consistency and run Chapter Tactics of your choice. This would also open up some other stuff, like Stormtalons, cheaper bikers, Land Speeder Storms and Centurions. Plenty to play with.

Why wouldn't I take a Techmarine as the HQ? Or does he come auto equipped with the TF Cannon?

Because you can't!
The Techmarine is INCLUDED with the TFC.
He can be taken along with the other HQ, but never alone.

Yes, exactly. The Techamarine with Servo-harness comes with a TFC for 100 points as an HS slot, so you are required to take another HQ choice, and in this case, the cheapest legal one is the Librarian.
