Strongest/most powerful?
The one that most closely lives up to the Emperor's ideals?
The one that fits 40K morality?
The one that fits our morality?
The one that looks sharpest in power armor?

If by best you mean favorite, that is a tough one. All my favorites are traitor Primarchs!

I have recently been getting a bit of Rogal Dorm lore in to my brain, so he is quite popular with me.

I love Leman Russ' warfare style, and animalistic behaviour.

So probably between those two.

He's certainly the best primarch that waited to see who would win before picking a side.

my first interaction with 40K was thru the HH novels, and i immediately fell in love with Rogal Dorn. The Emperors Praetorian may not be the easiest guy to love, but he is the Emperors most loyal son, stoic and reliable. He is certainly not flashy like many of the other primarchs's but he was willing to do what needed to be done.

Everybody really needs to think about: "Who does the Emperor call on when the really dirty work needs to get done without question?

Answer: Leman Russ and the Space Wolves

Reason: The Space Wolves are the only ones to exterminate two Legions and most of a third.
