Depends what you mean by "Best?"

Favorite?
Strongest/most powerful?
The one that most closely lives up to the Emperor's ideals?
The one that fits 40K morality?
The one that fits our morality?
The one that looks sharpest in power armor?

If by best you mean favorite, that is a tough one. All my favorites are traitor Primarchs!

I have recently been getting a bit of Rogal Dorm lore in to my brain, so he is quite popular with me.

I love Leman Russ' warfare style, and animalistic behaviour.

So probably between those two.

Sanguinius, without a doubt.

To quote a fictional character... "Let's make this fun!"

Why is Lion El'jonson on a list of loyalist primarchs?

He's certainly the best primarch that waited to see who would win before picking a side.

I voted for Vulkan.

I chose Sangy ... to go forth into a battle that you know ends in your death, but going ahead and doing it anyways, that takes a set of blood balls for sure.

Now, we like big books. (And we cannot lie. You other readers can’t deny, a book flops open with an itty-bitty font, and a map that’s in your face, you get—sorry! Sorry!)

Always enjoyed the anti-hero aspect of the Space Wolves. Only increased with the Leman Russ of Prospero Burns.

Vulkan. Puts the duty as a protector above his personal honor/glory. Also, he's immortal.

I like Vulkan for being an ash colored Superman.

my first interaction with 40K was thru the HH novels, and i immediately fell in love with Rogal Dorn. The Emperors Praetorian may not be the easiest guy to love, but he is the Emperors most loyal son, stoic and reliable. He is certainly not flashy like many of the other primarchs's but he was willing to do what needed to be done.

There is only the Emperor! He is our shield and protector.

Voted Robert.

He has his own empire, and a mother.

Roboute is the non broken toy in a group of broken toys. He's like the "the good son" and easy to hate on.

Everybody really needs to think about: "Who does the Emperor call on when the really dirty work needs to get done without question?

Answer: Leman Russ and the Space Wolves

Reason: The Space Wolves are the only ones to exterminate two Legions and most of a third.

Theorized on two, definite on one... that they weren't sent to kill in the first place.

Too bad he died before he could.
