It's been rumored for a while that the retail DS9 will have the LE GenCon DS9 cards. It sounds like that is indeed the case. Now the question is are the cards worth it? Here is my quick take on it:
Benjamin Sisko 4 pts
During the Roll Defense Dice step of the Combat Phase, if your ship is in the forward firing arc of 2 or more ships, roll 1 extra defense die against all attacks from those ships.
Each time your ship receives a Damage Card (normal or critical), increase your captain skill by one for the rest of the game
Nothing special. Good if you need a cheap captain with an Elite Talent slot.
Elim Garak 4 pts
During the Modify Defense step of the Combat Phase, you may disable this card to add 1 [EVASIVE] result to your defense roll. You do not pay a Faction penalty when assigning Elim Garak or his [TALENT] Upgrade to your ship. If Elim Garak is ever disabled or discarded, you canot use his [TALENT] Upgrade.
Independent Fleet Captains trump this method of gaining an Elite Talent. But if you're already using it elsewhere, it could have value.
Julian Bashir 4 pts
ACTION: Move a Disabled Upgrade Token from one of your disabled [CREW] or [TECH] Upgrades to one of your non-disabled [CREW] or [TECH] upgrades. You may then immediately perform the Action (if any) listed on the Upgrade that you moved the token from as a free Action.
I don't see this getting much use in regular use. You would have to come up with a pretty complicated build for this to really shine.
Odo 5 pts
ACTION: Target a ship at Range 1-3 (even if that ship is Cloaked or has Active Shields). Disable this card and one Upgrade on the target ship. If the Upgrade you disabled is a [CREW] Upgrade, you may then use that Upgrade's Action (if any) as a free Action this round.
If you have the points, this is better than the ganking Miles O'Brien.
Quark 2 pts
At the start of the game, place 1 non-Borg [TECH] or [WEAPON] Upgrade with a cost of 5 or less face down beneath this card. At any time, you may discard Quark to flip the Upgrade that is beneath this card face up and deploy it to your ship, even if it exceeds your ship's restrictions.
Sounds like one of the best cards in the pack now that we have official rulings on it. I haven't really looked into what Upgrades I would use on what ship yet. In most cases you would pay the faction penalty for a total of 3 points for a 5 point upgrade; saves two points. However, if you combine this with the Independent Fleet Captain (weapon) and Sakonna; you can get an 8 point Weapon for Quark.
T'Kar 5 pts
ACTION: If your ship is not cloaked, disable all of your remaining Shields and target a ship at Range 1-2 that is not cloaked and has no Active Shields. Discards this card and 1 [CREW] Upgrade of your choice on the target ship. Then disable the Captain Card and all remaining [CREW] upgrades on the target ship. While the Captain Card is disabled, the target ship has a Skill of 1.
Basically a Klingon Boarding Party that is harder to defend against ( Koss, Dispersion Field) and only targets the [CREW] and Captain Cards. I still prefer the Klingon Boarding Party as it can disabel all Upgrades
T'Rul 4 pts
Add 1 Tech Upgrade slot to your Upgrade Bar. While your ship is cloaked, during the Roll Defense Dice step of the Combat Phase, you may choose to roll 3 less defense dice and add 1 [EVASIVE] result to your defense roll. If the "Cloaking Device" upgrade card is deployed to T'Rul's ship, you do not need to disable that card when you perform the Action listed on it.
If you have a Romulan ship with extra points to spare; then the trade off for an extra Evade for 3 defense dice is statistically worth it. The extra [TECH] slot is nice (esp. on the Valdore). Can help with action economy for ships with a Cloak.
Vic Fontaine 3 pts
This Upgrade counts as either a [CREW] or [TECH] Upgrade (your choice). If an enemy Upgrade would affect one of your [CREW] Upgrades, roll 2 defense dice. If you roll at least 1 [EVASIVE] result, ignore the effects of the enemy Upgrade. You do not pay a Faction Penalty when deploying this Upgrade to a Federation Ship.
Been done before; Stex, Kira Nerys. Meh.
So for me, I'd mostly be interested in Quark and T'Rul. And if I was only considering the pack of cards as the value, then $100 ain't worth it. With DS9 though, I'm still on the fence.

I want a big chunky ds9. End of. And that's as a dominion player, for whom our card makes no sense on any level.

Odo is awesome, but he is going to be 6 points on most ships. I think it is going to depend on your local meta for him. If you are following the new OP rules and you meta has lots of ships with only one or 2 upgrades then he may not be woth it. If your meta is doing the dreadnought thing then he could be worth it. However spending fewer points on Jennifer Sisko (MU Defiant) be better. She can disable 2 upgrades right off the bat and it will generally take 4 action to do the same with Odo. Unless you use something like Phlox, but then that is more points to build around Odo.
I would take the Sisko from the Defiant over the DS9 any day. Free rerolls are much more handy.
I really like T'Kar. There are few cards in the game that can disable someone's captain, the fact that he disables crew too I think is icing on the cake.
Garak is probably the most useful card in the pack. He works for everyone. Plus he gets to add that talent without taking up your resource.
As we get more Ferengi stuff Quark is going to be great for them. For everyone else he is really only saving you 2 points amd adds a slot, cost effective Torres. Though sometimes it is nice to keep you opponent guessing as to what you have hidden.
T'Rul is ok if say you want to add a tech slot to the Valdor. Personally I would rather roll the dice than take a -3. As far as the other ability, Romulans and Klingons have built in cloaking so no benefit there. So that really only leaves the Defiant, Keldons, and MU ships. For the cost 2-3 points for the EMH (Equinox) is a better deal for action economy.
The rest are kinda meh to me.

I got the LE, only cards I felt worth anything were bashir, garak and ODO.
that it will be sold with the DS9 is great, but I probably wont pick it up again.

Its just been ruled that the oversized Borg Cube and DS9 will be tournament legal. With the Borg being 80 points it is impossible to bring that with another ship for 90 points to meet their three ship criteria. DS9, however, can be included. But does it count as a ship? (goes off to ask the WK rules team)

It also says that they are in the process of adding new rules to the FAQ on them. So there could be a change in the points or something on the lines of "if you take an oversized model you may have no other ships in your fleet". We will have to wait and see what comes from it.
The big thing is that they only spin so they will be impractical for a lot of OP missions.

I was just reading that over on BGG, someone posted the movement rules. It can spin, move straight, flank, or full stop. So it can move but not fast. All of the straits are 1.
I was shocked to see that it only gets 1 attack  . The player can choose to make it from the pylons or the 360. The pylons are range 1-3 and the 360 is 1-2 just like the prize. Looks like you can use the station cards we got from the Dominion War with it. It only comes with a dominion ship card and a fed/bajoran, however the movement card also has an independent symbol on it.

The one attack is definitely limiting. But there are ways to get it extra moves. Could be interesting. I will now be ordering one from my FLGS. We have a faction pure event coming up for some extra OP prizes we've accumulated over the year and at least one Assimilation Target Prime. I think I may go Bajoran for S&Gs

I'm not going to rush for it either. I have 2 for the DS9s from the Dominion War so I am not looking forward to buying another, but it would be nice to have the rules and crew. My mother in law usually gets me something gaming related for Christmas, I think I'll just wait until then for this one.

I had the gen con cards, only odo, and bashir seemed like cards I would ever, EVER use.
Odo is great 100% for a independant fleet,
bashir is 80% useful,
the rest... cant really find a use for them unfortunatly, they can be used certainly, but not top pick for anything

Sisko seems like he'd be fairly good on, well, DS9 unsurprisingly :p.
He'd also probably do ok on the Excelsior / Enterprise-D/E.
Quark, even with the recent rulings, is still basically free points if you have available crew slots.
I've been thinking about DS9 for scenario games and have a few ideas. - They really should have had some extra scenarios in the kit, it's disappointing that even though the model is bigger in sheer size, it contains less content than the Tantive IV. - The standard game scenarios don't quite have the right scale for a kit like DS9
Admittedly, my memory of the TV show is a bit dodgy (I might need to watch some episodes tonight). But, here's some ideas.
Possible Scenario Special Rules
Docked Ships: Ships that start the game deployed in base contact with the pylons on Deep Space 9 (Straight edge to straight edge) are docked. While the ships are docked, they cannot perform actions, cannot fire and cannot be fired upon or affected by the opposing player while DS9 still has shields. At the beginning of any round, the controlling player may place a manoeuvre dial, at which point, the ships act normally. Until then, the ships move where DS9 moves.
Disable The Station: Deep Space 9 has its own full Damaga Deck. Deep Space 9 cannot be destroyed. Once the station reaches 0 shields and 0 hull, every further damage card will be revealed face up. If a Damage Card instructs you to suffer damage, reduce the stations Primary Weapons Value by 1 instead.
The Way of The Warrior - I can't decide whether a 4' by 6' or a 8' by 6' would be better. A Flagship Deep Space 9 is deployed 25% across the boards length, with a docked Federation/Bajoran fleet. - Total Points around 150-ish. A Klingon fleet with a Martok Fleet Captain and Gowron in a Klingon Flagship is deployed 3' away from the center of Deep Space 9, costing 250 points. Additionally, there is a 150-200 point Federation Fleet, led by a Federation Fleet Captain at the furthest board edge from Deep Space 9.
