Can the end times spell summon demonic legion, with its boosted version summon a special character, as long as the points and other restrictions are in place? Ie demonic etc

Does it say you can't as one of the restrictions you give for summoning?

If it doesn't then as long as you don't already have that character in your army (or another restriction preventing you from taking them) you should be good.

Also remember that this spell is only available with the Chaos Ascendant rules, not in regular games using Chaos/LoC armies

i thought end times rules applied as normal now. so that all chaos/demons/beastmen casters know the summon legion spell, and can use it, all the time. along with the 50% lords heros and so forth.

The summon legion and chaos ascendant rules are in the scenario only section of the glottkin book, as opposed to the glottkin's rules, the maggoth lords rules and the chaos legions rules and so on.

Exactly as Krellnus says
Some are designed to be used in all circumstances (Legions of U, Lore of U ..., LoC, new Reign of Chaos, new Eye of the Gods ...) while some others are supposed to only be used in some scenarios (cave fighting, street fighting, chaos ascendant -that includes summoning-, night fighting ...)
