It doesnt grant weapons the twin-link special rule (for which there is a section in the BRB explaining how it should be applied on flamers). Instead, it grants the target unit the ability to re-roll all failed hits when shooting. Since Wraithguard with D-scythes do not roll to-hit, is this power useless on them?

Yep, that's correct. No effect on template weapons or weapons that automatically hit.

Twin-linked template weapons re-roll to wound rolls instead of to hit. Otherwise, a twin linked heavy flamer would be quite useless.

You don't have to be happy when you lose, just don't make winning the condition of your happiness.

Yes, but Guide does not twin-link.
