Basically, can I start the game with a starter set and a fate deck, or will I need others models to play introduction games ?

If you have a single Crew box, you've got enough for a game. Most clock in at 25-35 soulstones (points) so can, using the upgrade cards in each, make most of them even with each other. So if you're just starting the game, one crew box and the rulebook (and just a deck of playing cards ) is all you need!
The hard part, of course, is knowing when to stop buying the minis!

This ^^^. I'm looking at buying my fourth starter set, just to.. Ya know, Have enough for a big size game... That I'll probably never play... I'm not addicted.. I can quite anytime! I CAN!

Yep, a starter is fine. There are a few boxes that get you a lot more points, however, if that's something you care about, though I just jumped in with my favorite theme.
(Also, you'll need a rulebook- the above was assuming you don't have one)

Yeah, summoners don't work too well right out of the box. Kirai, Nicodem and Dreamer need more stuff because of the summoning.
But pretty much everything else gets you 25-35 soulstones, which is plenty to start playing. Hell, the Latigo box can make 50 with upgrades.
However, it's best to shoot for 50SS as this is what the game is balanced around, but that's usually as simple as adding another box. 2 Crew boxes from the same faction can complement each other and give you 50SS crews for 2 masters, giving you some flexibility as you learn.

Dreamer can run well enough without summoning, by buffing Lord Chompy Bits and making it easier to bring him out (I can't quite remember the upgrade name). But the fact that the box is 3 Alps and 3 Daydreams, plus Coppelius... It's not a great box to run as it stands even as a non-summoning build.

Yeah most starter sets are a decent start, but some are much better than others (I believe Kirai is mostly just summoned stuff and has few points in her box.). Beyond her most others are at least somewhat playable (though dreamer is another tough one with only 2 significant models in his box (well 3 if you count chompy). I think though that every other box can compete reasonably well with other starters. Though as mentioned above I'd look to get to 50 stones, which is usually an additional blister or 2 for most crews.

-Tara's is pretty weak without her extra upgrades or summons
-Lynch's is really low SS even though it's a strong core
-Lucius's (unless I've been playing it wrong) is just not very well put together: guardsmen aren't great in only pairs, there's nothing with much punch, the henchman isn't paired with models he particularly works with.

Short answer is yes. You can get infinitely more complicated from a starter box. But yes, with a starter box, you can play a good, fun, intro game that will allow you the grasp of the rules.

Kirai only has Lost Love, her totem, and 2 Onryo, which clocks in at 14SS.

Thats very true. On my desk right now is my Lilith brood. {urchases cover the starter, a box of Nephilim and a metal Tuco. I have Nekima winging her way here from the Black Friday sale. That is a lot of points, more than I'd use in a single game.
There's a few more to grab - a Black Blood Shaman, Lelu and Lilutu. I'm waiting for plastics of these. But all that together is a huge amount of options for games, and so far comprises very few, quite affordable, purchases.

That Nekima looks pretty badass, she's on the way to my house too. I've got some of the figs from L's plastic box assembled. The bigger Nephilim box would be nice.

I think Starter Sets are enough to start.
I bought 3 of them (Sonnia, McMourning and Pandora), along with a Starter-equivalent Dreamer crew, and that is what we will be using to start our games.
For intros, I assume you will need a 2nd faction and 2nd deck.
