Idea: use nurgling swarms and infiltrate to capture long-distance objectives. Have daemon prince of nurgle and the GUO use the balesword to take out special characters. Use grimoire on fateweaver. Have be'lakor cast invisibility on plague marines for maximum unkillable.
Thoughts? Feedback?

I think the plague marines just don't do any damage. JUst bolters is kind of weak. Also you don't have a lot that is good for killing vehicles.
Maybe drop that demon prince and take a second grinder. You can give the book to the GUO.
If you wanted to keep the flying circus then at least change the plague marines. I would rather see a drake (I know its worse again) that is good at killing massed infantry than just 10 hard to kill guys who arnt even OS.
List is cool though for sure

Agreed the 10 plague marines aren't really doing anything but soaking points. I would drop them.
The rest of the list is ok, I will say I'd drop the armor on the deamon princes since most things that will ignore their cover save will also ignore armor 3+.
That would give you some points for either screamers or maybe the helldrake. A maulerfeind is always cool with Be'lakor in the mix. My god of choice is tzeench followed by slanesh so I don't know if you are trying to stick with a nurgle theme or not. If not slanesh would grinders with baleful torrent are great and slanesh deamon princes with lashes and biomancy can just be fantastic. Automatically Appended Next Post: Also noise marines, while not the most popular choice can take 2 blastmasters, s8 ap3 ignores cover blasts. They can be great objective holders, and the can have feel no pain with a banner.

What upgrade is best for plague marines? I don't have my codex with me so if you could also post the points cost that would be great.

Ignores Cover =/= AP3. I have no idea why that makes any sense. More often than not my princes die to large volumes of high AP fire. Serpents, Tesla, HYMP, Regular Tau missile pods, HBC all come to mind, and none of those bypass a 3+ save by default. In fact, I would say just the opposite about any weaponry that ignores cover. I can think of many more weapons that ignore cover that are AP 4 or higher than weapons that are AP 3 or lower.

That's better but still think you could use the points better than with plagues.
Would rather see a large demon unit which you could use invisibility on. Like khorne hounds. Seems better since belakor will keep pace with them. He will fly away from the plagues too fast.
Burgle bikes are good too. You could give them 2 meltas which would help you as well

Nurgle Spawn are pretty disgusting with Invisibility as well.
If you swap the Plague Marines for Nurgle Spawn, you have a unit that is very fast. Add in another unit of Nurglings for more Obsec.

Although I hate to say it, I'd drop the Plague Marines and take the cultists as a naked 10, and take a Baledrake instead. The combined vector strikes of the drake and the AA fire of the Harvester Cannon on the grinder should cover you as far as AA, or at least give you enough to take down a flier.
As far as Be'lakor goes, You really need a deathstar to make him good. I'd take a second Daemon prince, and land one a turn, casting invis on each one as they land. Keep Fate and Bel in the air, land them late game if you need to.
So what will you have?
Be'lakor, Fatey, and a Drake circling to skies providing fire support.
2 Grounded Biomancy Daemon Princes who can very safely land thanks to invis and get into combat
A Soul Grinder with a 2+ Cover save, providing all around ground support
3 squads of troops
Not too bad! Just takes till turn 3 to reach max power.

I believe that you are forgetting you will need a GUO to have 2+ Daemon Princes of nurgle, which given the current point cost of your army would not be possible.
