If an ork warlord gets awarded "a kunnin' plan" and he embarks on a stompa, does the stompa also get outflank?

Embarking on a transport is not joining a unit, so no.

Outflank confers to Dedicated Transports only. It does not confer to normal Transports. As it's not a Dedicated Transport, the Stompa would not have Outflank and would therefore not be able to use the rule.

Really there's not a lot you can do other than deploy your Stompa normally. No Scout, Infiltrate or Outflank.

The only thing I can think of is taking it in a Great Waaagh! Detachment. Then you have a 1/6 chance of giving it Deepstrike (a teleporting Stompa is just hilarious!).
