On page 96 (small rulebook) under Character models "Characters are a special Type of unit that can either operate on their own or join another unit from the same side" So there is an argument that Character is a type. 'Special' Character isn't a type, its a classification. There's no reason why Nagash couldn't summon a Mortarch, and infact, he's done so in a wight dwarf (Arkan!)
