This happens in RPG's all the time. Every single game I have played in, hell it happens a good 50% of sessions.
You are probably new to pen and paper games, but the rules are basically this.
0. Have fun
1. The GM is always right/god
2. Never split the party.
So long as everybody is following these your generally ok. The more mature your play group is the easier it is to have inter party conflict. Doombolting your best friend in the back of the head is going to have consequences. Be aware that the GM could kill you outright for this, or punish you, or that your allies could turn on you. The more out of the blue this is, the more likely your character is dead and your fellow gamers hate you, particularly if it kills your friends PC.
Why and how you do this matters immensely. If you just decide one day your going to walk into the black library, learn doombolt, and then go postal on your friend, don't. Make it in your backstory and character creation; maybe you are a psyker, or you always wanted to be. Have chaos tempt you; maybe deep down your just a messed up person. What causes you to find this book? Why do you read it? Why did you just cast doombolt? What do you do after?
Having answers for those means your roleplaying well. Maybe you accidentally came across this book, and its burned into your brain. You try to suppress it, but in battle you lose focus and accidentally blast your friend. Horrified, you beg forgiveness and let the party know your dark secret. Maybe you sought out power, or thought to fight fire with fire, but chaos is really eating you up. The lord of change took over your mind and blasted.
Most pen and paper games are based on party unity and no PVP. Some other game systems are great for this kind of thing. I would tread lightly and make sure your gaming group is OK with this kind of potential thing. If you are new, its best to get roleplaying down before getting into the advanced, but very fun and rewarding forms of inter-party conflict.
