So, I'm making a chapter master for my custom Space Marine Chapter: "The Nighthawks". I'm wanting to add a third special rule, but I want to see if it's too overpowered. Here is what I have so far:

1. He can infiltrate with up to 3 non-vehicle units
2. When he or his unit makes at least 1 wound via a shooting attack, the player controlling him can allocate which models in the enemy unit takes the wounds (If there are multiple models) before saves are made.
3. When an enemy unit deep strikes within 18" of him, they must take a leadership test. If this test is failed, the unit suffers a deep strike mishap. If there are no models with a leadership value, then the models count as leadership 9.

#1 is probably ok. It's an exact copy of an existing warlord trait, so all you're really getting is the ability to pick one of the most powerful options without rolling. That's obviously a strong ability, but well within what can be covered with an appropriate point cost.

#2 is utterly broken. The ability to have a single model allocate its own wounds is very powerful and limited to a small number of unique characters. Giving that ability to an entire unit is not appropriate.

#3 is probably too powerful, and doesn't make much sense. Why does this one character get a huge radius of deep strike denial based on leadership? I don't really understand why my drop pod has to make a leadership test (potentially at lower LD than the marines it is carrying) to avoid a mishap.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

I thought the book says that if a vehicle is called on to make a Ld check, it automatically makes it. So Drop Pods would still be groovy, it would only be infantry units that would potentially mishap.

And to echo the sentiments above, #2 should be resricted to the character himself, and #3 is ridiculously huge. 12" is still massive. 6" would be more appropriate.

Normally it would work that way, but the intent of the rule seems to be to make vehicles (the only unit type with no LD value) take the check at LD 9 instead of auto-passing.

Yeah, this would be an issue of a codex>BRB. However, like I said before 18" is ridiculously big. I wouldn't agree to play against something like that (as far as homebrew rules go)

Make the warlord trait №1 akin to Huron or Ahriman. d3 infiltrating units.
№2 get rid of it completely. Can choose "the character auto-passes look outs" if you want to.
№3 ...first of all, why ld9 and not 10? As every stuff that says "Count fearless..." or "Count the ones without..." as 10. So, why 9?.. Mishap is quite powerful. Might need to cost a lot of points. Like 40 or something for just getting it. And you run into a problem of facing armies that don't need to deepstrike within 18' to do stuff. Than it's points wasted. Unballancing. No good. Can change to "Must pass dangerous terrain tests" without any ld check whatsoever. Not as drastic as mishap. Still useful. Will cost way less, so won't be a hindrance if you meet someone without DS.

I've done some changes for you

Still very strong, but these are special rules I'd be willing to work with. I'd also say that one of them is his warlord trait, and so you don't roll on the table at the start of the game.

IIRC precision shot is that you just allocate the wound yourself. It's a bit confusing cause the majority of guyz with access to precision shots got them on 6-s the rule itself got associated with "to-hit on a 6".
