Because the Deathwatch rely on stealth combat...

I've never been aware of the Deathwatch relying on stealth combat. As far as I knew, they would use any kind of attack, mainly working as a small team hitting far above their class to augment other Imperial units in the area?

Deathwatch aren't steath-specialists. They used a variety of tactics, not just steath attacks.
As for the rules, they're pretty uninspiring. 170pts for a Captain and 4 Sternguard Vets, when you can have 5 Sternguard for 120pts.
Sternguard are the ranged specalists of the Chapter, so why would taking a Captain be any useful, seeing as he has very little ranged capability and is more suited for combat?
Consider making them a complete new unit, rather than just counting them as Sternguard. Remove the Captain, make him an upgrade, and start the unit as 5 Marines for 100pts for example. They can then be upgraded with Sternguard ranged or Vanguard CC weapons.

The 3e White Dwarf article that had rules for the Deathwatch was a squad with a Captain in it, but it also had a lot more options and old True Grit (bolter counts as an extra CC weapon, you can't claim extra attacks for charging). If you're trying to do an entire Deathwatch mini-'Dex I'd suggest having a Watch-Captain or Librarian as HQ and Kill-Teams with just a plain old Sergeant function as Elites, with a Deathwatch Detachment of 1-2 HQ and 1-3 Elites. There is canon evidence for Deathwatch aircraft, Land Speeders, Dreadnaughts, Terminator armour, and Thunderhawk Transporter-dropped vehicles if you're looking for ideas to expand this out.

I was working on something like this some time ago, though I do come back to it every now and again. This may be something like what you are trying to do. Feel free to take ideas where you find them.

It's an ugly planet. A bug planet.
