Fast Attack:

Which one do you think is better? Or do you have any completely new lists to suggest?

That's a tough one, I'd personally go with first. It's a very decent list, I m mean, two wave serpents at 600 ain't gunna make friends. If you were to run the second however I'd want to split the 6 bikes into 2x3

Take the Serpent list.
The reason is Lanchester's square law.
That is, the enemy cannot bring that my heavy weapons to bear to take down the Serpents.

First list at 600 points isn't going to make you any friends. People will probably get annoyed and stop playing you...
Second list will probably be better way to start because people won't hate you.

Definately the first list. 2 waves and a fire prism @ 600pts? yeah, they would have to design a list purely to kill you and even then, would still have a terrible time dealing with it. and even then they are dealing with an incredible amount of fire power back from those things.
From what i know, the only thing that might give you a hard time would be a cheap hq, and spam 5 marines with melta in pods. But in that case just gotta keep the vehicles moving
