So if I have a Reliant, or any model with an AoE gun marshalled by Arcane Tempest Gun Mages and do a Thunderbolt shot with an AoE does that mean that every single model under the AoE will be pushed directly away d3"?

Yes, as the effect is on "models hit".
Models under by an AOE are hit
If it required "models directly hit" it'd only affect the main target.

Specifically Thunderbolt says 'Enemy models hit...' so they need only be touched by the template. Definitely a shot worth boosting the attack roll on.

Even if you miss, the drifting AOE will still push models hit.

And it's super fun with a Mule. Crit devastation AND thunderbolt for D6+D3 inches of knockback!

I wish it did, but it doesn't. Prime page 68, "An AoE attack's critical effect functions only with a direct hit, but every model under the template suffers the critical effect." Everyone still gets thrown but you have to hit first.

With thunderbolt rune shot the push is not the critical effect.

rryannn covered it, but to reinforce it the Push on Thunderbolt is not a critical effect. So it will always happen, even on a drift.
