Should I give my Legion of the Damned squad (5 man) a Multimelta and Melta so they have a good chance of popping a tank after DS, or a Plasmacannon and plasmagun to go after infantry tucked behind ruins?

They ignore cover and come with 3++ invulns so I need not worry about cover at all.

Depends what you really need out of the squad. Treat them as old Sternguard when it comes to successful suicide strikes. Look at the rest of your list, and equip them as follows:
1. Plasma Gun, Plasma Cannon, Combi-Grav
2. Melta Gun, Multi-Melta, Combi-Melta
3. Flamer, Heavy Flamer, Combi-Flamer
The question you propose leads to another question on my end: which are you lacking on, anti-elite or anti-tank?

Good advice - except for number 3. The flamer option completely wastes their unique ignore cover rule and there are much better ways at getting deepstriking flamers in a space marine list. You want melta or plasma on LoTD not because they're your only option for it in the codex - because there are lots of other cheaper options - you want them to do something that your other options can't. And that's ignore cover. Eldar getting you down? Grab some melta and BBQ you some wave serpents. Since they're coming in on turn two there's a good chance that they will have already shot their shields, letting you get those all important penetrations.
