So this is a two part question. We all know that when GW over nerfs and over boosts when they try to "fix" the game.
So question one is who do you feel is the most OP and who got the nerfed the hardest over the last few rule books and codex changes.
What codexs will get the biggest changes for good or bad?

Well, I'm not really familiar enough with the other armies to speak on their behalf, but in terms of Orks.
I feel that Zagstruk got a bit of an over nerf. He was one of the most unique, fluffy characters in our previous book. He was the only character who could take his Power Klaw attacks at initiative, though the caveat was he only got those when he was assaulting from Deep Strike.
That was also his other unique rule, that he was the only character in the book (And possibly the entire game) that allowed you to Assault from Deep Strike.
It was fluffy, and very Stormboy like. Then, the new book came out. Zag was then hauled over to the HQ slot instead of being an upgrade to the Stormboy unit. He then lost his at initiative Power Klaw attacks and those were replaced with a S8 hammer of wrath attack. While the S8 HOW is a bit more useable than a 1 time use of I4 Power Klaws, it still is a bit of an over nerf, since you'd want to use Zag as an assassin. Now, he is just an over glorified nob.
He lost his ability to assault from Deep Strike with his unit. So, you really only bring him now if you want an extra, less effective Nob. You honestly bring him for his Warlord Trait, and not a heck of a lot else.
I guess in terms of OP in our last book, I'd say really only our Burna Wagon was a bit too OP. So, they fixed that by making Burna Boyz more costly in points, making the Deff Rolla a joke, and changing flamer rules (Though the change was warranted).

Defilers got over nerfed by nearly 100 pts.
Heldrake did not get nerfed hard enough. They should have snapped the neck and left people like me who owned one or 3 to cry about it.
Daemon Prince was finally price corrected with Chaos Daemon's DP.
Not sure if Khorne Berzerkers got nerfed directly but due to assault becoming difficult they are not cost effective.
Thousand Sons remained nearly useless.
Spawns were buffed and were viable.
They nerfed the crap out of Chosen by removing infiltrate by making them a troops choice available. I would rather they keep infiltrate but not eligible to be troops.
Loss of Icon being a beacon made ds worse.
We could not summon basic daemons that can assault out of ds anymore.
We also can not sacrifice a Champion of Chaos to summon a greate daemon. If we had that option we would not care about challenging our Champions.
Losing the autocannon on the oblitz and gaining an assault cannon is like a soft nerf because we lost the 2nd 48" gun to shoot after lascannons.

...It's a hundred and seventy-five points for a 12-12-10 Flyer with one gun. It's pretty close to fairly priced right now, if you nerfed it harder it wouldn't be playable.

Well, Iron Hands had the most OP flavor and uniqueness imo. And GW nerfed it into the ground to the point we don't even have a unique character (other than that crappy Vaylund Cal who doesnt even have his own modle last time i looked). Does that count? Rule wise I think Terminators and TDA need a SERIOUS boost imo.

Agreed. I think the change to hull mounted was a good call, you have to be a bit more surgical with them now. I for one make a whole lot more use of hover mode. "Heldrake does as heldrake pleases" strategy was more than a little lame.

AV 11-11-10, 2HP, WS2, BS3, INI2 Walkers
Used to have: s10 klaws
Used to cost: 40 with Bigshoota, 45 with Grotzooka
Used to be taken in squadrons of 1-3
Used to be great in 5- th, underperforming in 6- th
Now have: s7 klaws, pseudo-leaedership check that can make them snapfire from time to time (grotzookas  )
Now cost: 50 with Bigshoota/Rokkit launcha, 55 with Grotzooka
Now taken in squadrons of 1-6
Are now garbage. They cost like Warwalkers...
Only used in dreadmob formation cause of a requirement to take 3*3 of them. Another possible use is in a squadron of 6 with grotzookas to outflank with a specific mek formation but they cost so much, you're on the half way to outflanking a stompa instead. And a bunch of av11 2HP slow walkers are not that hard to remove anywayz.

Gk dreadnoughts took a huge nerf. with the loss of psybolt ammo and the price increase by 5 points means that we pay 145 for a str 7 ap4 gun... effectively eliminating our only non flying non mc heavy armor killer ( With the exception of spamming las backs or land raiders)

GK everything took a huge hit. The Codex is basically Terminators, Dreadknights, and Stormravens now (this is a problem with the one-dimensional nature of GK, when every single unit has identical armament they're all going to do the same thing and some are going to do it better).

Dark Eldar:
Buffed-
WWP: No scatter deepstrike for character, unit, and transport vehicle.
Shadowfield: still 2++ that can be psychiced to have a reroll, no longer breaks on the first wound, but can tank the entire phase.
Nerfed: Void Raven: Just as the new kit lands, they drop it from 11/11/10 to 10/10/10, raise the price, remove 2 of the missile options, and make it so you have to buy 4 missiles or none.
Wyches- lost haywire, wych weapons were made more generic, dodge still limited to one phase of assault, and warriors (who were already cheaper) got a price drop.
