Which army other then the Imperial Knights would make a full 1850 and have the least amount of miniatures? So this would be the opposite of a horde army. . Also would be semi competitive if possible.

Grey Knights suffer from low model count syndrome, but they have no AA or Anti Tank, so they need to ally with someone to be effective, which makes that less so.

That aside, if you take the special detachment in the grey knight codex, an 1850 point army could consist of like 20 models

I went to Hershey Park in central PA this year, and I have to say I was more than a little disappointed. I fully expected the entire theme park to be make entirely of chocolate, but no. Here in America, we have "building codes," and some other nonsense about chocolate melting if don't store it someplace kept below room temperature.

Deathwing or Grey Knights for the IoM. You'd be looking at about between 25 and 50 models. You could also get away with very few models if you went with a Tyranid monstermash list, maybe as few as 15 - 20 models total. Also a triptide FE tau list could have very few models in it.

Tyranids can do it fairly easily. 13 models. 2 Flyrants, 2 Mucoloids and 3 broods of 3 Dakkafex. Changing biomorphs and weapons can easily drop it to 11 with more expensive bugs like a Tyrannofex or Crone or two.

I'd agree with Ascalam and put a vote on Daemons. You get a lot of high costs and big names, and fill your Heavy Support with DPs. Even moreso if you include FW, or go Unbound to grab more names.

Absent Superheavies Daemon FMC spam is probably your best bet.

The OP did say "other than the Imperial Knights".

Technically speaking, though, he didn't say "no superheavies at all", so you could call it Unbound and bring two Warhounds and a Fire Raptor. Or some such silliness.
