You can use smokelaunchers only if you didnt shoot.
To use searchlight it says "it can, after firing all its weapons"

Are you still playing 6th? In 7th, Searchlights were effectively removed, as was Nightfighting. Now Nightfighting only adds a +1 cover save

RAW I'd find it funny how using a searchlight would force e.g. a LR to fire ALL its weapons first

Why? I can't think of only a few reason not to fire every weapon I have on a LR, most of which are because I don't want to kill the thing I'm shooting at. But generally I fire every weapon on a vehicle can

If you have a HK-missile and arent in range of a tank (yet), this interpretation of the rules means you have to shoot it at a bunch of Firewarriors you'd for example be targeting with your LR.
