So how do you guys manage to keep your miniatures dust free? Aside from having the spare change to build man caves with display closets, of course

Do you have enough foam to store most of your minis to thus prevent them from catching dust? And what about the rest that you have somewhere in the house? Do you use special brushes or pneumatic tools to clear the dust or do you just blow over your models (and start feeling light headed) before a game?

My minis used to be dusty all the time before I finally got around to invest in enough foam trays and boxes to store most of my collection. Now I dont have to ever worry about doing the "annual clean up" anymore

I try to store as much as I can in foam.
Beyond that, you could try the canned air dusters or invest in some large really soft bristle paint brushes. Of course, either should be done on some sort of reguler. Like maybe quarterly because too much buildup is harder to get off than if you have a schedule. If you use the brush method, could set up 2 tv trays by your easy chair and do it while watching a movie, pulling the dirty ones off one and putting them clean onto the other. When the dirty tray is empty, just reload it and unload the clean one.

But if you let them get enough dust, it boosts their armor save!
It’s like using weathering powders that take years to apply!

Not going to lie here, Some of the guys have quite the layer on them. I’m a bad hobbiest.

Some. Haven't been playing terribly long (~1 year), but they get dusty enough. The dust makes them shoot better

The dark behind the eyes.

The ones I play with aren't dusty at all - I generally leave them in their foam. Obviously this makes them hard to paint, but their monotone basecoats really help highlight those few models I actually went to the trouble of painting.

In contrast, many of the models I don't play with are dusty - mainly because they just sit on my modelling table. I also have bits of models and half-assembled models there. These might include things I need to fix, things I need to finish (or, in all too many cases start) assembling, things I'm planning to use... but not today. No, I'll finish painting this character now, and I'll do that tomorrow. Well, maybe the day after. Otherwise Thursday. Friday at the latest. Or, maybe I'll just wait till the weekend...

You're not. If you're worried about your opponent using 'fake' rules, you're having fun the wrong way. This hobby isn't about rules. It's about buying Citadel miniatures.

I clean my displays, there is no dust that builds up.

I also play a lot, the movement helps a lot.
