10 Toughness 2 models
9 Toughness 4 models
1 Toughness 5 model
At this point, per pg 34, I'm led to believe that this unit's majority toughness is 2.

The most common cause of confusion on this is that US English tends to take 'majority' to mean 'more than half' while the way GW use it (which is common in British English) would be referred to as a 'plurality' rather than a 'majority'.

Yeah, but to be fair as Insaniak stated British English 'Majority' in this context basically means mode.
TIL anyway, had to Google 'plurality', did not realize there was a difference before.

Of interest here is the way wounding works. Yes, the majority toughness of the OP's example is Toughness 2, and when the unit is shot at, all the wound rolls will be made versus toughness 2- despite the fact that the T5 and T4 models could actually be the closest models in the unit. THEN, after the "Wound Pool" is formed, you start taking saves against the closest model first, even if the closest model is Toughness 5.
Moral of the story: If you run multiple toughness units, always have the lowest toughness models in front/screening everything else. Unless it's a 50/50 mix, then you can have the higher toughness models up front as the wounds will be made against their toughness until they become the minority.
Just like past editions of 40K, their are shenanigans you can pull off with multi toughness, multi save, and multi wound models. This is just one of them.
