Since Flakk AA guns use high explosive rounds to "carpet" the fly zone with shrapnels and explosions to hit planes that would fly through.

I mean watch any WWII movie that has at least an aerial combat scene or a bombing scene...

Except it DOES make sense. Those rounds are programmed to explode at a certain height. You aren't using AA shells as anti-infantry shells in tanks. And if something is set to explode when it hits(like blast weapons on 40k seem to be), how would it carpet the air without hitting something solid first?

Yes, but there is a reason Surface to Surface and Surface to Air missiles exist. IIRC, Flakk AA guns were also woefully inaccurate, and were replaced by standard AA guns and then guided missiles.

Airbursting rounds are being used again. Since radar and computers are precise and fast enough, the rounds can be set to blow at the appropriate point mid air to intercept things. Precision is good enough that that is how the CRAM can intercept rockets and even 80mm mortars before they hit ground.

Plus it's cool as hell to watch.

Yes against FMC and no against Flyers (vehicle). The FMC 'hard to hit' rule is missing the 'immune to blasts/templates while zooming/swooping' bit that the vehicle 'hard to hit' rule has. You would need to either have skyfire to shoot the blast against the FMC or it would need to scatter onto it after being targeted to a different unit.
